Kellyann Bruno

Director of Government Affairs | Federal Acquisition & Construction Contracting Leader

Kellyann Bruno serves as AmeriTech’s Director of Government Affairs, bringing more than 28 years of federal acquisition and construction contracting experience to the company. She works across Business Development, Operations, and Legal, providing guidance throughout the federal acquisition lifecycle—from preselection, solicitation review, RFIs, and proposal strategy through post-award contract administration, compliance, negotiations, and complex contractual matters. Drawing on her experience from both sides of the federal contracting table, Kellyann helps bridge the gap between government acquisition requirements and the practical realities of construction execution.

Prior to joining AmeriTech, Kellyann spent 28 years with the Department of Veterans Affairs, ultimately serving as Chief of Contracting Services for the National Cemetery Administration. In that role, she provided contracting and supervisory oversight supporting NCA’s 158 national cemeteries and led teams responsible for construction, operations and maintenance, A/E, and non-recurring maintenance acquisitions. Her construction team awarded and administered 156 projects valued at more than $86 million, and she regularly collaborated with senior leadership throughout VA and its acquisition and construction organizations.

Throughout her VA career, Kellyann served in increasingly responsible acquisition and leadership positions involving construction, A/E design, leasing, services, procurement policy, and contract administration. As a Contracting Officer, she held an unlimited warrant and earned FAC-C Level III (Senior) certification. Her experience included negotiating complex federal agreements, interpreting and applying the FAR and VAAR, developing acquisition processes and procedures, and advising contracting professionals, program offices, and senior leadership on complex procurement matters.

At AmeriTech, Kellyann is particularly passionate about mentoring and developing employees. She uses her government experience to translate complex federal requirements into practical guidance that helps teams make informed decisions, protect the company’s contractual interests, manage risk, and strengthen project performance. Her leadership approach is rooted in accountability, collaboration, attention to detail, and a willingness to ask questions and challenge assumptions rather than simply accept the first answer.

A U.S. Navy veteran, Kellyann served from 1993 to 2000 as a Petty Officer Third Class, beginning a career of public service and leadership that continues to influence her

approach today. She holds a Master of Science in Acquisition Management from American Graduate University and a Bachelor of Science in Business Management from Wilmington University. During her federal career, she also earned FAC-C Level III (Senior) certification and held an unlimited Contracting Officer warrant.
