Tom Yu

Tom Yu is an accomplished operations and program management executive with extensive leadership experience in military engineering, international construction, logistics, and large-scale infrastructure programs. His career spans both the public and private sectors, where he has successfully led complex organizations, managed multimillion-dollar portfolios, and delivered mission-critical projects in demanding operational environments.

During his service with the U.S. Army, Tom served as the Senior Program Manager and Chief of Theater Troop Construction for U.S. Army Europe and Africa, overseeing military construction programs that supported U.S. strategic objectives across the European theater. He also served as a Project and Portfolio Manager for U.S. Army Europe, leading the planning, execution, and oversight of U.S. Army-funded construction projects throughout Southeast Europe. His international experience includes managing complex infrastructure and engineering initiatives in Georgia, Italy, Latvia, Finland, Poland, Bulgaria, Romania, Israel, Türkiye, and North Macedonia.

In the private sector, Tom served as a Pathways Operations Manager with Amazon, where he led high-volume operations focused on performance optimization, workforce management, and continuous improvement. He has also held roles supporting procurement, supply chain strategy, process improvement, and data analytics with the Greater Pittsburgh Community Food Bank and Johnson & Johnson, further strengthening his expertise in operational excellence and organizational efficiency.

Tom earned his Master of Business Administration (MBA) from the Joseph M. Katz Graduate School of Business at the University of Pittsburgh, with concentrations in Business Administration, Management, and Operations. During his graduate studies, he distinguished himself through multiple consulting and supply chain competition awards. He also holds a Certificate in Project Management from the University of California, Berkeley.

Drawing on his combined experience in engineering, construction, business operations, and strategic planning, Tom specializes in leading complex projects from concept through execution. He is recognized for building collaborative partnerships, identifying and mitigating program risks, and delivering successful outcomes in challenging domestic and international environments.

Tom is a recipient of the Bronze De Fleury Medal, one of the U.S. Army Engineer Regiment’s highest honors recognizing exceptional contributions to military engineering. He has been a certified Project Management Professional (PMP) since 2014 and is also a certified Six Sigma Green Belt.
